The next thing is to check if the flapper valve is working properly. For this, take the tank lid off the toilet and lift up the flapper valve in the tank with your hand. A free and good flush indicates something wrong with the flapper. Well, there may be two obvious reasons for this. Either the flapper valve is not opening fully and/or it is closing too quickly before all water leaves the tank.
If all this contradict the observation then I would say that there is a lime deposit in the holes under the bowl rim or the siphon jet hole in the base of the bowl that retards the flow of water.
