Getting under the stairs might be difficult at times. But if you can get there, brackets, wedges or wood blocks can be used to secure the stepping area against the rising one. Always member to keep your eyes protected from the debris or the sawdust.
    
The wood blocks need to be glued and screwed beneath the step area. Ensure that you do not drive through the screws into the surface of the tread.

In case you cannot get yourself beneath the staircase, you will have to work from above.

To ensure that the wood does not split, always drill holes into the surface before inserting any screws or nails. If you are planning to use dowel plugs, counterbore the holes else just hammer the nails and cover them with matching putty.

The best way to tighten loose balusters in a staircase is to insert wedges or secure loose areas with nails or screws. Always remember to drill holes into the surface before inserting any screws or nails, so that the wood does not split. Do not forget to cover the screw heads with putty or wood plugs.
